According to Argus estimates, bunker fuel oil sales at Russian ports fell by 26% in 2016 compared to 2015.

Key causes of such decline are said to be the changes in Russian tax legislation, which resulted in higher profitability of exports compared to sales in the bunker market, and the decrease in fuel oil output resulting from refinery upgrades.

Despite volatile crude and fuel oil cargo markets and the implementation of mass flow meters (MFM) regulations in Singapore, bunker sales in Asia-Pacific remained strong throughout 2016 and into 2017. With the International Maritime Organisation (IMO) sulphur caps coming into effect, questions remain as to whether the bunkering industry will fully adjust to the new regulations.
